本規劃通過改造建設形成立意鮮明的園區主題，且能夠與目前既有業態并容，并能隨著城市核心區域文化度假旅游景區的發展目標不斷清晰，將園區整體打造成為集酒店、餐飲、演藝、娛樂、休閑、購物、訂制消費等多種模式于一體的新旅游景區。通過植入動漫、創意產業、房車營地、兒童戲水樂園，項目間有機結合，文化與娛樂、觀賞與體驗，消費與服務彼此間相互包容并碰撞出城市旅游新感受。塑造獨有的創意消費理念，既可滿足普通消費需求，帶動區域經濟增長，又順應國家扶持文化創意產業的相關政策。
